locales/ folder is next to index.html and the page is opened through an HTTP server
(e.g. python -m http.server) — browsers block fetch() from file://.locales/ лежит рядом с index.html, и откройте сайт через HTTP-сервер —
браузеры блокируют fetch() при открытии файла напрямую с диска.
